Personal income growth in West Virginia was just 1.5 percent in 2013 -- the lowest in the country -- about half the national average of 2.6 percent. West Virginia's overall revenue growth over the past 30 years has been only 13 percent, about a third of the national average of 37 percent. Wages for the poor bottom 1 percent of earners fell 3 percent, compared with a national average of 19 percent.

West Virginia has one of the highest poverty rates in the country. Estimates from 2017 indicate that 19 percent of the state's population lives in poverty, exceeding the national average of 13 percent. However, West Virginia ranked last or second from bottom in 20 categories, including cancer, childhood immunizations, diabetes, disability, drug deaths, tooth loss, low birth weight, missed work days for health reasons, prescription drug overdoses, preventable hospitalizations and advanced clinical care.
