Bathing Suit Cop, 1922

It's hard to believe what's going on in this snapshot taken at the beach in the present day as it appears to be completely incongruent with today. As we know, these days people are free to wear whatever they like, with no enforced dress regulations.

In 1922, however, women could face penalties for being scantily clad. The picture was a man called Bill Norton, who was known to many as the “Bathing Beach Cop”, measuring the gap between ladies' knees and the bottom of their bathing suits in Washington DC. As the day before the photo was taken, the order mandating that swimwear could not be shorter than six inches above the knee was issued. It’s hard to imagine someone checking this nowadays.
